Drawing smooth lines and shapes with antialiasing, rolling, shifting and rotating images will be as easy as ABC.

Pixel Editor can freely import and export various graphic files: .png, .bmp, .jpeg, .gif, .wbmp, etc. Resampling images with smooth, copying and pasting images to other applications, printing images - those are only some of the full list of features you'll like, so give this free software a try.
